Family Self- Sufficiency Program
About the Program
The Family Self-Sufficiency (FSS) Program is a voluntary five-year program for families receiving Public Housing or Housing Choice Voucher (HCV) assistance.
FSS helps participants build a stronger financial future by connecting them with community resources, educational opportunities, and support services. Each participant works one-on-one with a dedicated FSS Coordinator to create an Individual Training and Services Plan (ITSP) that outlines personalized short-term and long-term goals.
Every family's journey is different. Goals may include earning a high school diploma or GED, completing college or job training, obtaining better employment, improving credit, increasing savings, purchasing a vehicle, or becoming a homeowner.
No matter the goal, the FSS Program provides the guidance, encouragement, and resources participants need to achieve greater financial stability and long-term independence.
Program Benefits
The Family Self-Sufficiency (FSS) Program offers meaningful financial incentives that help participants build a stronger financial future while working toward their goals.
FSS participants receive priority enrollment in financial literacy, nutrition, homeownership, and other educational workshops offered at no cost by the Waynesboro Redevelopment and Housing Authority (WRHA).
Eligible participants also have the opportunity to build savings through an interest-bearing FSS escrow account. As a family's earned income increases during the program, escrow savings may also grow—creating a powerful incentive to pursue career advancement and higher wages.
Upon successful completion of the program, participants receive the full balance of their escrow account. Since the program began, graduating families have received escrow disbursements ranging from $200 to more than $35,000, providing a financial boost to help achieve goals such as continuing education, purchasing a vehicle, or becoming homeowners.
